David C. Brown is Senior Vice President of Federal Government Affairs and Public Policy for Constellation Energy Corporation. David has been with Constellation, and its predecessors Exelon and PECO Energy Company, since 1990. David serves as Constellation’s primary liaison with Congress and Federal agencies and works actively with national trade associations representing the nuclear energy industry.

David is a member of the Board of Directors of the Public Affairs Council, the nation’s leading association for public affairs professionals.

David was recognized by Washingtonian Magazine as one of the 500 Most Influential People in 2022. Washingtonian touted David as “heralded by peers as one of the wisest energy minds in town.”

David is a graduate of Hampden-Sydney College in Virginia and received a juris doctor degree, with honors, from the Georgetown University Law Center.

David and his wife Tammy live in Alexandria, Virginia, with their son Harrison.

David Gilbert has been with Constellation, Exelon, and its predecessor companies for over 26 years starting with Baltimore Gas and Electric (BGE) in 1998.

Prior to working for BGE, Gilbert worked for the California Independent Petroleum Association (CIPA) as the Director of Environmental Policy and Public Affairs. In that capacity, he served as the spokesperson for CIPA as well as the lead policy advocate for the association with all levels of government. He was one of the architects of the abandoned and idle well program California adopted in 1998 and was appointed by then Governor Pete Wilson to serve as a member of the Interstate Oil and Gas Compact Commission (IOGCC).

After graduating from the University of Oklahoma in 1992, Gilbert began his career on Capitol Hill with two members of Congress focusing primarily on energy and environmental issues. He also served as Field Director for the Glenn English for Congress campaign, which led to the successful re-election of former Congressman English (D-OK).

He has a broad policy background and has worked in every aspect of public affairs throughout his career. Gilbert is now primarily responsible for federal legislative efforts related to tax, nuclear and commercial policies among others. He successfully led Constellation Energy’s advocacy efforts that resulted in the Zero-Emission Nuclear Power Production Tax Credit becoming law and currently resides in Alexandria with his wife, two college-age children and the family dogs.
